Pacific Hwy
& Broadway Condos
Pacific Gate II tower coming to downtown SD!
Pacific Gate II, also referred to in public planning documents as Pacific & Broadway – Parcel 1, Pacific Highway & Broadway North, and historically as Lot 1, is a future luxury condominium tower planned by Bosa Development in Downtown San Diego’s Columbia District.
The approximately 1.4-acre development site is located at the northeast corner of Pacific Highway and Broadway, immediately north of Pacific Gate. Because of its location, scale, architecture and relationship to Pacific Gate, the project represents one of the most significant remaining future residential developments along Downtown San Diego’s waterfront.
Current approved plans envision an approximately 45-story residential tower reaching about 490 feet in height, with close to 300 luxury condominium residences, ground-floor commercial space, extensive resident amenities and three levels of underground parking.
The tower was designed as the architectural companion to Pacific Gate by internationally recognized architecture firm Kohn Pedersen Fox Associates, with Chris Dikeakos Architects also involved in the project.
Pacific Gate II remains a future development. Bosa has not announced a construction start date, sales launch, pricing, completion date or final condominium floor plans.
Important: The building information and residence breakdown below are based on approved development documents and schematic plans. Final specifications, unit counts, residence sizes, amenities and architectural details may change before construction.
Pacific Gate II Building Overview
Pacific Gate II is planned as a high-rise luxury residential condominium tower with commercial space at street level.
The approved project would rise approximately 45 stories and reach roughly 490 feet, placing it among the taller residential buildings in Downtown San Diego.
The building is planned as a concrete high-rise structure with a glass curtain-wall exterior and a four-story podium incorporated into portions of the lower building.
The development site encompasses approximately 61,780 square feet, or about 1.4 acres.
Approved plans include approximately 684,955 square feet of above-grade gross floor area.
The project includes:
- Approximately 296 condominium residences under the original approved program
- Approximately 15,130 square feet of commercial and retail space
- Approximately 20,411 square feet of indoor common-area space
- Approximately 14,802 square feet of outdoor common-area space
- Three levels of subterranean parking
- A large residential amenity and pool deck
- Landscaped public areas along Broadway
- Residential drop-off and lobby access from Pacific Highway
- Pedestrian connections toward Santa Fe Depot and the waterfront
The project was designed as a mixed-use residential tower intended to contribute both to the skyline and the pedestrian environment at one of Downtown San Diego’s most visible intersections.

Pacific Gate II Floor Plans & Residence Types
One of the most notable characteristics of the approved Pacific Gate II residential program is the absence of studio and one-bedroom condominiums.
Under the approved plans, every residence contains at least two bedrooms.
This creates a unit mix focused much more heavily on larger owner-oriented residences than many conventional Downtown San Diego condominium towers.
The original approved residential schedule contains 296 condominiums divided among four primary residence types.
Information below is based on currently approved development plans and is subject to change. Bosa has not released final sales floor plans.
2 Bedroom Residences
The largest category within the building is the standard two-bedroom residence.
The approved plan includes approximately:
206 two-bedroom condominiums
Proposed sizes range from approximately: 1,036 to 1,603 square feet
Average residence size is approximately: 1,345 square feet
Two-bedroom residences therefore account for roughly 70% of the original approved condominium inventory.
2 Bedroom + Den Residences
The project also includes a substantial collection of larger two-bedroom-plus-den floor plans.
The approved schedule contains approximately:
39 two-bedroom plus den residences
Proposed sizes range from approximately: 1,717 to 2,342 square feet
The average residence is approximately: 1,735 square feet
These residences would likely appeal to buyers looking for a home office, guest area or flexible additional living space without moving into a full three-bedroom floor plan.
3 Bedroom Residences
The original approved plans contain approximately:
26 three-bedroom condominiums
Proposed sizes range from approximately: 1,769 to 2,827 square feet
Average residence size is approximately: 1,810 square feet
These residences represent a relatively limited portion of the building and would likely occupy some of the more desirable larger layouts.
3 Bedroom + Den Residences
The largest residences planned for Pacific Gate II fall within the three-bedroom-plus-den category.
The approved plans contain approximately:
25 three-bedroom plus den residences
Proposed sizes range from approximately: 2,173 to 3,576 square feet
Average residence size is approximately: 2,453 square feet
At approximately 3,576 square feet, the largest proposed residences would rank among the more substantial condominium floor plans available in Downtown San Diego.
Pacific Gate II Unit Mix
The original approved unit breakdown is:
| Residence Type | Approximate Number | Size Range |
|---|---|---|
| 2 Bedroom | 206 | 1,036–1,603 sq. ft. |
| 2 Bedroom + Den | 39 | 1,717–2,342 sq. ft. |
| 3 Bedroom | 26 | 1,769–2,827 sq. ft. |
| 3 Bedroom + Den | 25 | 2,173–3,576 sq. ft. |
| Total | 296 | — |
The project therefore differs substantially from many Downtown San Diego condominium towers that include large numbers of studios and one-bedroom residences.
Pacific Gate II was instead envisioned primarily around larger two- and three-bedroom homes.
Some more recent Downtown development information has referenced approximately 306 condominiums for the site, indicating that the final residential program may eventually differ from the original 296-unit approval.
Pacific Gate II Building Design
The design of Pacific Gate II is one of the defining characteristics of the project.
Rather than designing the tower as an independent high-rise, Bosa and the architectural team created it specifically as an architectural companion to Pacific Gate immediately across Broadway.
The approved design features a sculptural glass tower composed of approximately three overlapping curved architectural forms.
These gently curved sections step and slope as they rise, creating a layered appearance intended to give the tower movement and visual depth.
The overall building orientation runs generally east to west.
This orientation helps maximize views toward San Diego Bay while also allowing the building design to respond to sunlight exposure from the east and west.
The tower façade is primarily composed of high-performance glass with Low-E coatings.
Vertical architectural fins are incorporated throughout the exterior to emphasize the height of the building while also helping reduce solar heat exposure.
At the podium level, the plans introduce warmer stone finishes, including beige limestone, creating a visual connection between the contemporary glass tower and some of the historic architecture found nearby.
How Pacific Gate II Complements Pacific Gate
Pacific Gate II was intentionally designed as the architectural sister tower to Pacific Gate, the luxury condominium building immediately across Broadway.
Both developments were designed with participation from Kohn Pedersen Fox Associates.
The relationship between the towers is not simply geographic.
The architectural concept specifically carries forward many of the visual ideas developed for Pacific Gate while evolving them into a separate building.
Pacific Gate is recognized for its sweeping curved glass façade and fluid architectural form.
Pacific Gate II develops that same architectural language through a more layered composition made up of multiple overlapping glass arcs.
The design team described the architecture of the second tower as inheriting and further refining the ideas established in Pacific Gate.
Shared materials, curved glass, vertical design elements and complementary tower proportions were intended to visually connect the two buildings without making them identical.
The podium design continues this relationship through curved walls, stepped sections and sloping rooflines.
Taken together, the two towers were envisioned as a pair rather than as unrelated buildings.
Pacific Gate and Pacific Gate II as a Downtown Gateway
One of the most important elements of the original design concept is the relationship between the two towers at the intersection of Broadway and Pacific Highway.
Pacific Gate occupies the southwest side of the intersection while Pacific Gate II would rise immediately across Broadway to the north.
The architectural team envisioned the buildings together as a prominent entrance to Downtown San Diego from the waterfront.
Planning documents describe the two towers as creating a dramatic gateway at Broadway and Pacific Highway.
If Pacific Gate II is ultimately built substantially according to its approved design, the two structures would frame one of Downtown San Diego’s most important east-west corridors.
The pairing would also strengthen the architectural connection between the Downtown skyline and the North Embarcadero waterfront.
This relationship could ultimately make Pacific Gate and Pacific Gate II one of the most recognizable paired residential developments in San Diego.
Pacific Gate II Amenities
The approved project includes substantial indoor and outdoor amenity areas.
Approximately 20,411 square feet of indoor common space and approximately 14,802 square feet of outdoor common space are included in the development program.
One of the primary amenities shown in the approved plans is a large elevated amenity area and swimming pool deck located around Level 5.
This elevated location places the pool and common areas above much of the surrounding street activity.
Architectural elements surrounding the amenity deck were designed to help provide privacy and protection from wind and traffic noise.
Landscaping is incorporated throughout different levels of the project.
The original concept includes planters, planted walls, landscaped terraces and vegetation extending from the ground-level plaza through portions of the podium.
Final amenities have not been announced by Bosa and may differ substantially from those contained in the original plans.
Broadway Plaza & Public Spaces
A major component of the Pacific Gate II development is the public realm surrounding the building.
Rather than placing the tower directly against Broadway, the building is substantially set back to create a wide landscaped plaza.
The proposed plaza along Broadway is approximately 50 feet wide in portions of the site.
This public space is intended to complement the plaza areas associated with Pacific Gate across Broadway.
Landscaping, seating, pedestrian areas and public gathering spaces are incorporated into the design.
The project also includes approximately 15,130 square feet of commercial and retail space along the lower levels of Broadway and Pacific Highway.
These commercial areas were designed to activate the streets surrounding the tower rather than creating an enclosed residential podium.
Public art and architectural lighting were also contemplated within the original design.
Pacific Gate II Parking
Pacific Gate II includes three levels of subterranean parking.
Approved planning documents generally reference approximately 450 to 453 automobile parking spaces, although earlier schematic information contained slightly different totals.
Residential parking would be accessed primarily from Pacific Highway rather than Broadway.
The development program also includes motorcycle parking and secured bicycle storage.
Plans reference approximately:
15 motorcycle spaces and 62 bicycle spaces
The below-grade parking design allows the street-facing areas of the project to remain more focused on pedestrians, landscaping, retail and the residential entrance.
Pacific Gate II Location
Pacific Gate II occupies one of the most prominent remaining high-rise development sites in Downtown San Diego.
The property sits at the intersection of Pacific Highway and Broadway within the Columbia District.
The location places the building immediately adjacent to the Downtown business district while maintaining a strong connection to the waterfront.
Pacific Gate II would sit directly across Broadway from Pacific Gate and immediately east of portions of the North Embarcadero.
Nearby destinations include:
Santa Fe Depot
San Diego Bay
Broadway Pier
North Embarcadero
Waterfront Park
Little Italy
USS Midway Museum
Seaport Village
The Santa Fe Depot is particularly significant because it provides regional rail, trolley and commuter connections immediately adjacent to the site.
A planned pedestrian connection along the northern portion of the Pacific Gate II property would help connect the development with the Santa Fe Depot platform area and surrounding public spaces.
Pacific Gate II Views
Because of its position immediately inland from San Diego Bay, Pacific Gate II has the potential to offer some of Downtown San Diego’s most dramatic residential views.
Depending upon floor level and orientation, residences could potentially feature views toward:
San Diego Bay
Coronado
Point Loma
Pacific Ocean
North Embarcadero
Downtown San Diego skyline
San Diego Harbor
Western and southwestern-facing residences would likely benefit most from direct bay and ocean exposure.
Higher-floor residences would potentially provide panoramic views extending far beyond the immediate Downtown waterfront.
Exact views cannot be confirmed until final floor plans and residence orientations are released.
Bosa Development
Bosa Development has played a major role in the evolution of Downtown San Diego’s residential skyline.
The company has developed numerous high-rise condominium buildings throughout Downtown San Diego and has been particularly active in the Columbia District.
Pacific Gate represented one of Bosa’s most ambitious San Diego residential projects when it was completed.
Pacific Gate II was conceived as the next major residential component of the same waterfront development vision.
The fact that Bosa has continued to preserve its development rights for the Pacific Highway and Broadway property is significant because the site represents one of the company’s last major undeveloped Downtown waterfront parcels.
Bosa’s Development Agreement With the City of San Diego
The history of Pacific Gate II is closely connected to a long-running development agreement between Bosa and the City of San Diego.
Development rights affecting the property were originally governed by a broader agreement executed in 2012.
That agreement covered several Bosa-controlled properties in Downtown San Diego and established specific development provisions for those sites.
The agreement was subsequently amended in 2016 in connection with approvals for Pacific & Broadway Parcel 1.
The amendments helped establish the development framework for the future tower north of Pacific Gate.
Although Bosa completed Pacific Gate and developed other properties covered by the broader agreement, the Pacific Highway and Broadway North parcel remained undeveloped.
As the original agreement approached the end of its applicable timeframe, Bosa and the City revisited the remaining property.
Development Rights Extended Through 2032
In 2022, Bosa reached a new agreement with the City of San Diego specifically addressing the remaining Pacific Highway and Broadway development site.
The City moved to replace the broader original development agreement with a new agreement focused on this approximately 1.4-acre parcel.
The new agreement preserved important development provisions associated with the property while extending the applicable development framework through September 2032.
This is an important distinction when discussing the future of Pacific Gate II.
The 2032 date does not mean the tower is scheduled to be completed in 2032.
It means the development agreement governing the site remains in effect through that period.
By reaching the new agreement, Bosa preserved a formal path for future development of the property rather than allowing the previous development framework to simply expire.
The agreement therefore provides evidence of Bosa’s continued interest in retaining the long-term development potential of the site.
Pacific Gate II Construction Status
Pacific Gate II remains a future development.
As of now, Bosa has not publicly announced a specific:
Construction start date
Groundbreaking date
Sales release
Reservation program
Pricing schedule
Final floor-plan package
Completion date
The original development plans should therefore be viewed as the currently approved concept rather than the final version of the condominium tower.
Changes to residence counts, sizes, floor plans, amenities, parking and architectural details remain possible before construction.
Has Pacific Gate II Been Cancelled?
There is currently no indication from the development agreement itself that Bosa has relinquished its rights to develop the property.
In fact, the agreement reached with the City extending the applicable development framework through September 2032 preserved Bosa’s ability to continue pursuing development of the site.
However, the existence of those development rights should not be interpreted as confirmation that construction is imminent.
Large-scale Downtown residential projects are highly dependent upon construction costs, financing conditions, interest rates, condominium demand and broader real-estate market conditions.
Until Bosa announces a formal construction or sales timeline, Pacific Gate II should be considered a planned future development.
Pacific Gate II vs. Pacific Gate
Pacific Gate and Pacific Gate II were designed to complement one another, but the buildings are not identical.
Pacific Gate is an existing luxury condominium tower located on the south side of Broadway.
Pacific Gate II would rise directly north of it.
Pacific Gate features its recognizable curved-glass architectural profile, while Pacific Gate II is designed with a more layered arrangement of overlapping curved glass forms.
Both buildings share a similar modern architectural vocabulary and waterfront orientation.
The second tower is also planned at approximately 45 stories and 490 feet, creating a strong visual relationship between the two buildings.
The most important distinction is that Pacific Gate is completed and occupied, while Pacific Gate II remains a future development.
